accordance with the Judge's proposal, you may see fit

to take the necessary steps for the establishment at

Shanghai of a local branch of the Inglish register.

This

is the course which was favoured at the outset by Sir

Kavilland de Sausmazes and which is still recommended

by him in the event of Hongkong failing to make adequate

provision; I differ from the Judge only in rosomending,

for the reasons outlined above, that this course should

be taken independently of the action of the Hongkong

legislature.
